The Federal Communications Commission will no longer authorize newly built robots or power inverters from China. The move extends an equipment security regime once reserved for telecom gear into the machines and grid hardware underneath America’s AI buildout. The agency’s National Security Determination, first reported by The Decoder, applies only to models not yet released for sale, leaving already-installed devices untouched for now. That distinction matters: the rule targets what enters the market going forward, not what is already running in American homes, warehouses, and power plants.

The robot definition is deliberately broad. Four criteria have to hold together: the machine travels across a surface, it runs under software control, it senses what is around it, and it talks to a network wirelessly. Anything over 2 kilograms, counting its charging dock, qualifies. An FCC spokesperson confirmed to The Verge, cited by The Decoder, that this pulls in household vacuums and robot lawn mowers as readily as it does humanoids and warehouse transport units. Roborock, Ecovacs, and Xiaomi all fall inside it, as does the Roomba line under its current Chinese owner, Picea. The carve-outs run the other way: anything that flies, dives, drives itself on public roads, operates on a patient, carries a person, or stays bolted to a factory floor sits outside the rule.

The government’s stated rationale splits into two arguments. One is supply chain concentration: a handful of countries, the determination says, dominate manufacturing of the sensors, batteries, grippers, and actuators that go into these machines, leaving the US exposed to disruption during geopolitical tension. The other is cybersecurity: networked robots carry LiDAR and thermal sensors capable of mapping interiors. Over-the-air update channels create additional paths, the FCC says, for data exfiltration and remote hijacking. The determination cites an early-2026 vulnerability that exposed camera feeds and floor plans from thousands of foreign-made devices. A separate flaw could have chained humanoid robots into a self-propagating botnet. And it recalls the covert access channel found shipped inside quadruped robots of Chinese manufacture, uncovered in April 2025.

Power inverters get folded into the same order for a narrower but consequential reason. Inverters convert direct current from solar panels and batteries into the alternating current the grid runs on. That puts them at the exact junction between generation and distribution, which is why regulators treat them as critical infrastructure rather than as consumer appliances. Sungrow and Huawei, the two largest global manufacturers, built Western market share on price. The FCC points to the 2023 Volt Typhoon campaign as the precedent it wants to avoid repeating. Hackers in that campaign used compromised routers to mask attacks on US infrastructure, and inverters now sit directly in data center power paths.

The Decoder, citing The Verge’s own reporting, flags one gap in the process. The exemption review, run by the Department of War, asks about a robot’s country of design and manufacture, and whether its maker will pledge to build the hardware domestically. It never asks a security question. The mechanism, then, is provenance rather than demonstrated safety. Jitesh Ubrani, an analyst at IDC, made the enforcement objection in comments to The Verge: so few vacuum brands are built outside China that policing the line becomes impractical. Unitree, which Counterpoint Research credits with roughly a fifth of global humanoid robot sales, is the hardest-hit vendor. The Pentagon has flagged the company as Chinese military-linked, despite Unitree’s public claim that it keeps American customer data on domestic servers.

This order lands the same week AI Insiders has covered a Taiwan chip-smuggling detention and the fight over open-weight model access. It belongs in the same frame: a widening contest over who controls the physical and infrastructural layers AI runs on, not just the models themselves. For operators sourcing warehouse robotics or grid-side inverters for a US data center build, origin now determines FCC eligibility years before any security audit would. Vendor selection needs to start there.
